No, not for the city itself — the metro, trams and your feet cover everything from Sredets to Boyana. A car helps only if you are combining Sofia with Rila Monastery, Koprivshtitsa or the Iskar Gorge, and even then day tours from central Sofia are often easier. Central parking sits in blue (€1/hour) and green (€0.50/hour) zones with SMS enforcement. If you do rent, ask the hotel about a garage before driving in.

It works for both, but families do better in Lozenets or Triaditsa where the streets are leafier and the Borisova Gradina park is a five-minute walk.
